Understanding the nbn® Co new development charge

If you’re moving into a newly built home or apartment and signing up for an nbn® service, you might come across something called the “new development charge.” This is a one-time fee of up to $300 that applies to some properties in new developments. 

But what exactly is this charge, who pays it and why does it exist? Let’s break it down in simple terms.

What is the nbn® new development charge?

The new development charge, officially known as the end-user contribution (EUC), is a fee that helps cover the cost of rolling out nbn® infrastructure to new housing estates and buildings. When a new area is developed, NBN Co needs to install fibre, nodes or fixed wireless equipment to connect homes and businesses to the national broadband network.

Rather than spreading this cost across all nbn® users, the government’s policy lets NBN Co charge a one-time fee for each premises in a new development. This fee is currently capped at $300 (including GST).

Who pays the new development charge?

NBN Co applies the new development charge to the first order placed for an nbn® service at a new address. This means it is usually billed to the internet provider (such as Swoop) that submits the first service request for that property. Providers then pass this charge on to you.

In some cases, NBN Co may instead recover the charge from other parties, such as:

  • Developers (who build the new housing estates or apartment buildings)
  • Landlords (who own and lease out newly built properties)
  • Housing authorities (for government or community housing projects)

If you’re unsure whether you’ll need to pay this fee, it’s best to check with your internet provider when signing up for a new service.

Does the charge apply to all properties?

No, the new development charge only applies to premises in new developments where nbn® infrastructure was not previously available. If you’re moving into an established area with existing nbn® connections, this charge does not apply.
